I think the "cookies" are called ${PKG_DBDIR}/${PKGNAME}. :)

Seriously, I can't think of any way to improve this.  We can add
PACKAGE_DEPENDS or something to bsd.port.mk but it will be checking
${PKG_DBDIR}/${PKGNAME} anyway.
