Exixts 2 common ways for this problem:

  1. generate documents in TeX
    (may be nroff/troff is good way for you too, it's depend from what
you need)
  2. in HTML or RTF then use some HTML viewer/editor for printing.

 About perl: look at CPAN perl modules, I believe you can find something
there.
