Yikes.  Actually net/radius/Makefile didn't have RESTRICTED defined
for over a year.  I merely synced LEGAL to it.  (My mail to the
maintainer (torstenb) in last March was unanswered.)

The original comment was referring to a nonexistent file, and said
something about shareware-ness.  Apparently they have changed their
stance but have remained restrictive.

Thanks for pointing this out.  I'll fix LEGAL and radius/Makefile, and 
pull off all copies of the distfile from the ftp sites.
