Yes.  If we put it on the FTP site, our mirrors are also possibly
exporting it.  At this point in time, the maintainers of the mirrors
should make the decision to export or not.  I know Garrett at MIT would
have a cow if ftp3(?).freebsd.org started carrying RSA crypto.
