By the sounds of it you have logging on for that port.  If this is the
case get the IP, track it down and email the Administrator of their
network.  Find out if they're doing something different.  I know that with
bind 8 you can specify ports for DNS and they might be using the wrong
one.  Hooray for IPFW.
