It looks like the previous hack for irq=3D0 worked, but then new one isn't
working with my pcic.

I've got hw.pcic.init_routing=3D1 in my loader.conf since that seems to be
required for this system.  On a whim, I tried turning it off to see if
that would fix things, but no luck.
