Given that if_disc is not generally used and all of 213 lines (including
comments), I'd probably be inclinded to leave it seperate.  From a purly
theoretical perspective you might want a disc device, but not loop
device in some strange networking system.  The other things that makes
me think we should keep things the same is that if we combined them,
we'd have a single, odd, multi-function driver instead of two very
simple drivers which would be a lose in terms of allowing new
programmers to see a truly minimal network interface.
