Under ruby 1.9 environment (default ruby version), misc/inplace is broken.

$ inplace 'cat' textfile
/usr/local/bin/inplace:494: Use RbConfig instead of obsolete and deprecated Config.
/usr/local/bin/inplace:494:in `<main>': Config is not a class (TypeError)

New version was released and works fine with ruby1.9.
