You need to use a DEFINE macro in your .mc file to tell M4 that the service
switch file you want to use is "/etc/service.switch". I found the information
on the www.sendmail.org site, but if you can't find the exact DEFINE command to
use, I can send you my .mc when I get home. I think it's something like

define (`ServiceSwitchFile', `/etc/service.switch')
