--As for the rest, it is mine.

Ezjail can do numbers 1 and 3, and number 2 should be easy to set up as=20
part of 3.  So if you have people to work on it, you could probably write a =

web front-end/wrapper for ezjail.

Not sure if that helps, but it might be an idea.
