I assume that this net mask is deliberate, right?

Hmm.  I don't see anything obviously wrong there.  What other machines
do you have on the net?  If there's a UNIX box there, first try
pinging from your box, then try arp -n 195.161.13.6 from the other
box.  If it shows the MAC address, you're able to send, but not to
receive.  Then we can think further.
