First thing to do is to remove as many other cards from the chassis as
you can. Then remove and reinsert the card, making sure it's in
correctly. I'd do this without attaching the screw to the back of the
chassis until you get it working, sometimes they distort things and
screw up the contact. 

This problem sounds like hardware more than anything else, do you have
another 2940 board?
