I had the same problem in -CURRENT last August:  newreno killed SSH
throughput but didn't affect FTP.  The problem in -CURRENT seems to
have been fixed, but I'm not sure when/how.

Have a look at RFC2582 "The NewReno Modification to TCP's Fast
Recovery Algorithm".
