After discussions with Mike Barcroft, I submitted PR 50523 ( http://www.freebsd.org/cgi/query-pr.cgi?pr=50523 ) to deprecate <machine/limits.h> and create a private header <machine/_limits.h> and a public header <sys/limits.h>.
