I would just remove their accounts entirely - neither of them has
committed anything for as long as I can remember either.

More to the point, if you can't even be bothered to read your
committer mail then I'd have to say you're not an effective committer
since you'd have no idea what works were in progress or if you were
going to stomp on somebody's feet with a commit.
