Packages are self-contained, you should just be able to run pkg_add package-1.00.tgz and it should add it in. The packages are in /packages on the CDROM or ftp://ftp.freebsd.org/pub/FreeBSD/packages/. Ports, on the other hand, require the original distribution files which are in ports/distfiles.
