Setting them us as you would any other user, but giving them a "null" shell
should do the trick...

Subject: Only MAIL / FTP user?

Hi!
i need to create user accounts only for POP access or FTP access (or
both, but no shell access). Can i do that with the login.conf (setting
up a class for that?) i wouldn't want to give'm a home dir, just the pop
account.
Any comments & ideas are MORE than welcome :)
TIA!
