Yep, the passwd and master.passwd were both empty, very unusual. I must
have made a mistake with mergemaster somehow.

I found that and did a pwd_pkdb and now it is working fine.
This has been soooo much fun I might just have to wipe out that box and
do it again. Only this time I'll keep decent notes.
