It is a byproduct of the way repository mirroring works.  We use svnsyn=
c=20
extensively which does a one-time copy of revisions.

The result is that if you could retroactively edit commits on =20
svn+ssh://repo.freebsd.org, the change would not be mirrored to=20
svn.freebsd.org.  Nobody would see the edit except you.   The mirrors u=
nder=20
our control could be manually re-synced but that wouldn't be propagated=
 to=20
third party mirrors that had already seen the original message.
