I'm running the following line to rotate using 4.4-stable:
/var/log/httpd-access.log  644  1     100  *     B  /var/run/httpd.pid

I alsdo thought I might need signal 30, but found this worked with the
default. You'll probably just need to restart httpd to get the logs to
begin again...
