Subject:   /sbin/init mode 500?

Why is /sbin/init installed with mode 500?  What harm could possibly
come from making it 555 like almost everything else in /sbin?  Or at
least 544?

Likewise, /sbin/shutdown is not world readable.  Is there any reason for
this?
