Hmmm.  I think if we do this, a simple README (with roughly the same
text as above) in the texts/ directory would do the trick.  I deleted
13 files and four directories, but we could accomplish most of the 
above with one file.  (Note that there is not a one-to-one 
correspondence between the *.TXT files and the SGML files in RELNOTESng 
due to some content reorganization.)

(Which I merged into the SGML version before throwing the switch, but 
thanks for noticing it!)

Personally, I don't have much intuition about how important or
unimportant this would be for people.  On the other hand, one file 
isn't that big a deal.  I'd say go ahead and do it.
