Upgrade to the latest ppp.  It sounds like you've got some stuff in 
your dial filter and not in your out filter that is just sitting 
there waiting for a connection......

At one point, ppp would just leave this stuff in the queue and get a 
bit blocked up.  It now swallows it on the basis that it'll probably 
have timed out by the time someone brings up the connection.
