	multiple tunnel devices aren't detected correctly. A kernel with
	device tun 2; start one ppp (using tun0); start the next ppp
	gives: device not configured, cause opening /dev/tun0 gives an
	ENXIO in os.c. (and yes, I have /dev/tun1 :-)
