When I try to upgrade 9.3-RELEASE-p49 to 11.0-RELEASE,=20
It failed with:
# freebsd-update upgrade -r 11.0-RELEASE
  :
The update metadata is correctly signed, but
failed an integrity check.
Cowardly refusing to proceed any further.
# freebsd-update fetch
  :
No updates needed to update system to 9.3-RELEASE-p49.


Because some files in 11.0 include ',' character in a path.
This patch fix the problem(still in progress but looks ok).
