Speaking of buggy, FreeBSD's version of GNU tar is not a shining example of perfection either. The named vs. numeric ownership issue should be controlled by a command-line option, not by a compile-time define; and the tarballs it produces with --listed-incremental can't be properly extracted by an unmodified GNU tar 1.13.
