Which Vancouver?  I guess it doesn't matter; about half-way between
there's a privately-run public (might have started requiring e-mail
lately?) server with a very informative (about NTP) web site at:
http://www.ultimeth.net/NtpUsage/ which gives the impression of being
well run and reliable (serving NTP at least a couple of years).
