Not good enough ;-)
I think you should set fontcharset.*.[12], such as following:
fontcharset.sansserif.1=sun.awt.motif.CharToByteX11JIS0201
fontcharset.sansserif.2=sun.awt.motif.CharToByteX11JIS0208
Is this correct?

But this config is also "not good".
It can not display multibyte charactors.
