Yes, but want it done non-interactively all the time.  If the connection
goes down, bring it back up irregardless of the status of outgoing
packets.

Add these lines to your default rules in /etc/ppp/ppp.conf

 disable lqr
 deny lqr

The man page, although poor at least documents most of these.
