No, you've got the right file.  Is you login.conf.db as hopelessly out of
date as mine?  

daemon:/etc#> ls -l login*
-rw-r--r--  1 root  wheel   1837 Sep  6 12:11 login.access
-rw-r--r--  1 root  wheel   6794 Sep 18 13:38 login.conf
-rw-r--r--  1 root  wheel  32768 Dec 28  1997 login.conf.db
