 As a workaround I have the following cronjob running:
 @reboot /bin/sleep 10 ; /etc/rc.d/ntpd stop ; /usr/sbin/ntpdate -b
 time1.ethz.ch ; /usr/sbin/ntpdate -b time1.ethz.ch ; /etc/rc.d/ntpd
 start
 
 And this shows that this clock really needs the ntpdate at boot time:
 
 Stopping ntpd.
 14 Sep 19:01:43 ntpdate[2541]: step time server 195.176.48.101
 offset 17.915655 sec
 14 Sep 19:01:44 ntpdate[2542]: step time server 195.176.48.101
 offset 0.000003 sec
 Starting ntpd.
 
 
 How to repeat the problem:
 Reboot the sytem.
