There is an HTML file in the main directory, at:

ftp://ftp.freebsd.org/pub/FreeBSD/index.html

Which would normally explain things, however it looks to be out of 
date.  If you want the latest (stable) version, its in:

ftp://ftp.freebsd.org/pub/FreeBSD/releases/i386/4.0-RELEASE/

The "floppies" directory contains boot-floppy images, which you can
boot from, and then install directly from the ftp site.

Many people have said that x.0 releases are not as stable as later
ones, so you may want to try 3.4-RELEASE instead of 4.0.  Good luck!
