Doesn't it said all? In the ports tree has pkgconfig 0.15, which you do 
really need to start to use the portupgrade.

1) CVSup the ports tree (update it)
2) Install sysutils/portupgrade
3) pkgdb -F (to fix stuff)
4) portupgrade -ra (to update all apps that you have installed from the 
ports tree)
5) Go back to the misc/mc and try it again.
