Yes.

Oddly, setting:

zfs set mountpoint=legacy data/root  (plus the appropriate fstab entry)

instead of

zfs set mountpoint=/ data/root

seems to produce a bootable system, although it absolutely should not
be necessary to do things that way anymore.

Weird.
