Probably not enough pseudo terminals in /dev and/or in your kernel.

Do a 

# cd /dev
# MAKEDEV pty1

This will create 32 (or 16 depending on the version of your FreeBSD)
additional pseudo terminals in you /dev directory. If you have
enough special files (/dev/ptyp? and /dev/ttyp?) you should increase
the number of pseudo terminals your kernel is supporting. Change
the

pseudo-device	pty	16

line in your kernel configuration file to

pseudo-device	pty	32
