I use mediawiki for a bunch of wikis.  It's written in PHP (tell me
about it) but is surprisingly easy to set up and manage.  You do need
a database.  It's supposed to work with sqlite but everyone uses
mysql.

For my low-traffic wikis, the load has always been too low to notice.
