I would recommend reading:
"The Design and Implementation of the FreeBSD Operating System"
by by Marshall Kirk McKusick (Author), George V. Neville-Neil (Author)

The questions go where they are appropriate (scsi driver? perhaps 
freebsd-scsi@ or freebsd-hackers@ ?).
