Check out the directory /var/spool/lock.  The UUCP-style lock files are
stored there.  Make sure it exists and has permissions of the following:

drwxrwxr-x   2 uucp    68      512 Sep 13 21:44 lock/

Make sure you don't have a second copy of tip you've left running.
