ftp://ftp.freebsd.org/pub/FreeBSD/doc/en_US.ISO8859-1/books/handbook/
has the Handbook in compressed files for download. Several formats are
available, including single and split HTML, PDF, and others. Many
people just read the online version at
http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/index.html

Translated versions are also available.
