You don't say anything about your hardware or which FTP client software
you're using.  It's quite possible that the BSD machine is overrunning
the WfW system and thus having to retry.  You could try bugging the 
driver vendor for your ethernet card, or perhaps go for a card with more
onboard memory.

You could also (puke) upgrade to W95; its ethernet performance is 
significantly better.
Client : W95, DX4/100, NE2000 clone.  
Sever : FreeBSD 2.1-STABLE, P100, DEC-based PCI ethernet.

Server -> client	570K/sec.
Client -> server	630K/sec.
