RFC 1661 identifies this as (PPP NLPID) on page 5, but says absolutely
*nothing* about what PPP NLPID might be.  A grep of all of the RFCs
reveals that this is a Network Layer Protocol ID, which is used when
PPP is being transported by a link-oriented network protocol.
Specifically, it is mentioned in the RFCs for PPP on X.25 and PPP on
Frame Relay.  It seems that your ISP has confused your dial-up line for
a synchronous link of some sort.  ???
