Don't think so, at least not in this case, I'm on a cable network and
we've got pretty good quality signals here. I have watched all my TV's
close for hints to this effect but they are all OK.

I cant get fxtv to snapshot at fullsize, but I've tried to get xv to
grap the window :), picturequality sucks this way as it graps several
frames, but the undertitles was stable during them all :)

I've put the picture on ftp.freebsd.org/pub/FreeBSD/incoming/grap.ppm.gz

Look at the undertitles (in Swedish btw) and you'll quickly see the problem...
