That's because it will work when the client is behind a firewall that doesn't support an FTP proxy. Passive FTP will fail if the FTP server is behind a firewall that doesn't support FTP proxy. If both client and server are behind firewalls, FTP will not work at all unless one of the firewalls supports an FTP proxy or is open enough to allow the protocol to work -- port or passive FTP.
