Yes, freebsd has process accounting. You could download SAM from
http://homepage.esoterica.pt/~jardim/Index.html
SAM has a gui interface to aid in most areas of systems admin, including
accounting.

If this is not what you want you can man: 
ac(8)                    - connect time accounting
acct(2)                  - enable or disable process accounting
acct(5)                  - execution accounting file
accton(8)                - enable/disable system accounting
sa(8)                    - print system accounting statistics
