It's simple: being switched virtual circuit based, it is possible to
charge for ISDN by use.

For Frame Relay (or raw ATM), the sheer volume of accounting information
required makes "usage charges" impossible.

Paying for pipe diameter is good.

Paying for flow through a pipe of a fixed diameter is bad.
