Are there filesystems in /etc/fstab that have non-zero pass numbers,
other than /, /usr, and, /var?

If this is not the problem, fsck is finding a problem with the
filesystem that it can not fix under the -p restrictions.  Look at
'man fsck'.

Using -y the way you do is dangerous.
