I think it's a mistake to put things other than libraries in lib,
from hier(7):

              lib/      archive libraries
		...
              libdata/  misc. utility data files

Tcl stuff should be in libdata or share, so should Java stuff. Lib is
definately /not/ the right place for them, its just the de-facto
standard amongst Linux weenies.
