Yes, est is working, but if cpu in heavy load, it`s work on max frequency

If you want disable it anyway, try add in /boot/loader.conf:
hint.est.0.disabled=3D"1"
hint.p4tcc.0.disabled=3D1
hint.acpi_throttle.0.disabled=3D1
