How badly do you need VIMAGE in your kernel config?
There are multiple known problems with VIMAGE + pf.  See:
http://lists.freebsd.org/pipermail/freebsd-virtualization/2013-December/001787.html

We need to fix all these problems in FreeBSD, of course, but someone
needs to spend the time on it.
