basically, it means that it couldn't get the packages. the file didn't
exist.

from the looks of the ftp site, there is no longer a 4.0-release being
supported off of ftp.freebsd.org. 

check for yourself via ftp:

ftp> pwd
257 "/pub/FreeBSD/ports/i386" is current directory.
ftp> ls
227 Entering Passive Mode (62,243,72,50,85,249)
150 Opening ASCII mode data connection for 'file list'.
total 18

and so on. as you can see, no sign of packages for 4.0-release.

you could probably build this from ports, instead.
